MP3Enc, a command-line WAV and MP3 encoder, converts AIFF, AIFF-C, WAV/RIFF and raw PCM data files into WAV or MPEG Layer 3 (MP3) files. A new version of the famous L3Enc, MP3Enc allows you to adjust bitrate, sampling rate, and encoder bandwidth and quality. In addtion, stereo sound can be downmixed to mono. Note: This shareware version is not bundled with the decoder, and supports a 112kbps maximum bitrate. The registered version, which supports 128kbps and includes the decoder, costs $199 and is available here.
